Marsh was born Margaret Charlotte Alexander on Aug. 22, 1893 to George and Emily Carter Alexander. She graduated from Smith (A.B., 1914; M.A., 1916). From 1916-1924 Marsh worked as the Executive Secretary of the American Association for International Conciliation. In addition she worked as a specialist on American investments in Mexico for the Federal Council of Churches. She studied at the London School of Economics (1920-1921).
